Captain Competence is a rival to Captain Obvious. He was a hero from another town, until he disposed of all the town's villains. Then he wandered into Citystate, where he saw Captain Obvious losing to another villain. The main reason Captain Competence became a villain in the first place was because he hates how dumb Captain Obvious was.
